Charles Mevaa is a seasoned global executive with more than two decades of leadership in secure identity, smart cards and eGovernment systems across Europe, the United States, Asia and Africa. He currently serves as Chief Executive Officer of Intelligent Card Production Systems, ICPS, the manufacturing arm of Margins ID Group.
Prior to this appointment, Charles held senior executive roles within IN Groupe and SURYS, where he managed international business units across Europe and North America, delivering sustained revenue growth and double-digit profitability. He led global operations in optical and electronic secure components for identity documents, supporting major national programmes across Africa, Asia, Latin America and Europe.
Earlier, at Gemalto, later acquired by Thales, he directed government sales across Africa, securing landmark national identity, ePassport and biometric database contracts. During this period, he tripled regional revenues and received multiple distinctions,including the Highest Annual Growth Sales Award and the Project Management Excellence Award. At the outset of his career, Charles held senior engineering and quality leadership roles in semiconductor manufacturing, space and telecommunications with ATMEL, EADS Astrium and Wavecom. His work contributed to new technology introduction, yield optimisation and patented innovations in mobile communications and configurable electronic circuits.
He holds a PhD in Microelectronics from Ecole Centrale Lyon and completed executive education in Advanced General Management at HEC Paris. Fluent inFrench and English, he has worked in more than sixty countries and brings a deep understanding of government procurement, cross cultural negotiation and large -scale public sector transformation. He is recognised for building high performance teams, restoring organisational momentum and aligning innovation with measurable results.
Beyond his professional commitments, Charles values balance and cultural engagement. He enjoys long walks, watching football and is a dedicated supporter of Paris Saint Germain. He also maintains a strong interest in museums, art and jazz, reflecting an enduring appreciation for creativity, history and thoughtful expression.
As CEO of ICPS, Charles leads large scale secure manufacturing operations responsible for producing high security smart cards and secure documents that support national identity programmes, financial services, telecommunications and government credentials across the continent. His mandate spans strategy and operations: strengthening manufacturing excellence, deepening international certifications, scaling capacity and positioning ICPS as a globally competitive, African led secure production facility.

Elangovan Sukumaran is the Chief Production & Commercial Officer (CPCO) at Intelligent Card Production Systems Ltd., where he oversees both production and commercial performance. In his current role, Elangovan focuses on cost reduction and expanding the company’s market presence beyond Ghana. His expertise in production management, operations, quality assurance, and business development has been integral to optimizing production processes and driving the company’s growth. In his eleven years at ICPS, Elan played a pivotal role in securing visa, MasterCard, CQM & Intergraf ISO14298 certification at ICPS and he is well-versed in VISA, Mastercard, and Intergraph certification processes, ensuring that ICPS meets the highest industry standards. Throughout his career, Elangovan has held leadership positions in the card manufacturing and embedded technology industries. As Plant Manager at Cardstel Solution Ltd., Nigeria’s first PVC card manufacturing startup, he successfully started PVC card production. He also served as Head of Business Development at Universal Embedded Technologies Ltd., where he helped develop telematics security products at West Africa’s first embedded technology company. Additionally, Elangovan managed large-scale ID card personalization projects, including setting up the plant & managing the personalization of 70 million INEC ID cards shortest span of time at Cardcentre Nigeria Ltd. (Chams Group). He also worked as Maintenance In-charge Electronic in First VISA & MasterCard certified card manufacturing plant in India The Versatile Card Private ltd from the year 2000-2003 His ability to lead complex projects and optimize production processes has significantly contributed to the success of the companies he has worked for. He played a central role in the construction and commissioning of ICPS’ 4,000 square metre secure manufacturing facility, the first ISO 9001:2015 certified card manufacturing plant in Ghana. He also led the refurbishment and upgrade of MIDSA’s ultra-modern offices at Octagon and directed the end-to-end supply chain planning and materials management for the Ghana Card project, ensuring the timely availability of specialised equipment and secure production inputs within a tightly controlled environment. Ferdinand holds a Bachelor of Science in Mechanical Engineering from Kwame Nkrumah University of Science and Technology, a Master’s degree in Engineering and Management from Coventry University, and a Postgraduate Certificate in Public Procurement from Ghana Technology University. He is also a certified Project Management Professional (PMP), combining technical engineering depth with structured project governance expertise. Before joining Margins ID Group, he worked extensively in the HVAC sector with firms such as Supercare Cool Air Limited and Cold Temperature, where he managed complex engineering projects from design through execution and commissioning. With over 30 years of experience in security, Gordon’s career spans military service, peace support operations, and corporate security. His military experience includes serving as a Communication Warrant Officer in Mali and multiple deployments with UN/ECOWAS peace support operations in Lebanon, Sierra Leone, and Liberia. He also served as a Radio Communication Instructor at the Ghana Military Academy, where he developed expertise in training and communication. After transitioning to the private sector, Gordon focused on corporate security within the card production industry. At Margins ID Group, he has held roles ranging from Security & Risk Supervisor to Deputy Security and Risk & Health and Safety Manager. His responsibilities include conducting audits, risk assessments, developing mitigation plans, and implementing security policies and procedures in line with industry standards such as EMV, ISO 14298:2021, ISO 9001:2015, ISO 27001:2013, ISO 22301:2019, and PCI. Gordon manages a team of 62 security personnel and reports to the CEO. Gordon’s skills include risk management, strategic planning, training, and employee welfare. His qualifications are further supported by certifications from the Ghana Armed Forces Signal Training School, Data Link Institute, and UNIFIL. His expertise spans machine calibration, parameter optimisation, defect analysis, yield enhancement, troubleshooting, and preventive maintenance coordination. Among his key contributions, Felix has overseen the milling and embedding of over 30 million Ghana Cards, supported production for The Gambia’s National ID programme, and contributed to the personalisation of millions of biometric, banking, and non-banking cards. He managed month-end and year-end close processes, supervised payables and receivables, enhanced reconciliation frameworks, and ensured compliance with IFRS, GAAP, and statutory tax obligations. His progression through the finance function has given him a practical, end-to-end understanding of manufacturing finance, audit coordination, enterprise risk management, and regulatory compliance. Andrews holds a Bachelor of Commerce in Accounting from the University of Cape Coast and is a Level 3 Candidate of the Institute of Chartered Accountants Ghana. He has undertaken specialised training in corporate governance and IFRS technical updates delivered by Deloitte Ghana.
